Custom Dimensions out of order when creatign an application - all dimensions are local

Hello,

I created an EPMA app in 11.1.2.3, and the custom dimensions are out of order.  I have all local dimensions I used LCM to extract from dev and used the same file to load into the test environment.  I do not know how to reorder the dimensions.  Two questions: how does this happen, how can I correct this?
