how to start tfa on only one-node

I am running TFA on AIX 7.1 on a 2 node RAC'd cluster Oracle 12.1.0.2.

I brought down the 2nd node cluster and began my Jan. 2016 DB patching.  After completing all the patching, I had to run rootcrs.pl -post-patch. I ran into an error I couldn't figure out, so I wanted to create an SR.  However, the SR is requesting a TFA analysis be run.

I attempted to run (tfactl diagcollect -for "Feb/05/2012"  -- but got the error TA-00002  -- TFA could not start

Attempted to start TFA using sudo root -- TFA successful message was received , everything looked good, but when I run the diagcollect again, I got the same problem TA-0002 could not start.
