PDL Affiliation Overrides not working

I have an application PDL with 3 set of data update rules it can select based on the student's circumstances, but it doesn't invoke the affiliation overrides no matter what I do. I even hardcoded the "no update" affiliation override peoplecode to return a "true" value, and still it just used the main ruleset. Has anyone else run into this issue? Is there something I may have missed in the setup?

The data rules themselves work, since I was able to prevent updates (but not application generation) by changing the base rule for the transaction.

I found the earlier notice on this topic, and SCC_STG_CONSTIT.SCC_SUBMITTED_DTTM is already getting assigned.
