How to setup Volume Incentive Pricing where the transaction UOM and pricing UOM are not the same as

I am currently setting up volume incentive pricing and it appears that the Threshold UOM and the Volume Incentive UOM must be in the primary UOM and the factor value also must be in the primary UOM?  Is this correct?  If not, where is the setting to use a different UOM for the threshold and the factor value?
