Performance Appraisal per department

I would like to ask about the performance appraisal, is there any way to apply or create a performance appraisal for the department (Business unit).

My client is currently asking to create a gap analysis and performance appraisal cycle not only for the employee but for the overall department, does JDE support such thing.
