Picking suggestion with License plate and loose items

Hello,

I’m having issue using license plate and WMS to issue proper picking sequence.

The scenario is the following (full list of setups are in the attachment):

Item setup:

1EA=1BX

1PL=1BX

Rule setup:

1 random rule for PL

1 fixed rule for BX

1 fixed rule for EA

Inventory:

1 LPN with 10 EA in 1 location

1 LPN with 10 EA in 1 location

5 EA loose units

Order:

1 order for 13 EA

Results:

When the request and suggestions are run, the system is suggesting to go pick 1 full license plate and to go pick 3 units from the other license plate. This system is NOT pointing me toward the fix location.
