How to make shipments visible on the Oracle Transportation Mobile App? What are the criteria for a s

We just upgraded one of our instances of OTM to version 6.4.1 and we are ready to start testing the mobile app out. What are the criteria to make a shipment visible on the mobile app? Or what are the log in requirements for being able to view shipments on the mobile app? Any help would be greatly appreciated.
