How to restrict access to flexfields in 12.1.3

I have seen several documents on how to restrict access to certain flexfields in 12.2.2 and higher. Any way to restrict in 12.1.3? We have a business unit that wants to update account codes, funds, and cost centers. However, if we grant them access, they have access to all flexfield value sets for HR, Payroll, other financial modules, etc.
