Recon manager - unable to contact FDMEE application error

Yes, we have a case open with Oracle since late December early January but we haven't heard anything in while.  We are able to load FDMEE, we set up ARM as the target, everything seems great in FDMEE.  In ARM, when I try to get create the data load rule for the period, getting an error "Unable to contact FDMEE aplication.  Verify if FDMEE application is running".  Googled the error, search the Oracle knowledge base to no avail.  Was wondering if anyone out there has had a similar issue and how it was fixed?  FDMEE and ARM, 11.1.2.4, latest patch set.
