HFM 11.1.2.1 upgrade to 11.1.2.3 Data refresh.

We are upgrading from 11.1.2.1 classic to 11.1.2.3 classic.  Before go live the data in the new environment must be refreshed with data from the old environment. What is the best method to copy the data, security etc.
