paper clip/attachment not turned on under price list screen

I did the following and still paper clip is not on. Any idea why? thanks indira

Select responsibility: Application Developer

1. Set up the Document Entity
Navigate to: Attachments > Document Entities
Add a record
Table: QP_SECU_LIST_HEADERS_V
Entity_ID: QP_SECU_LIST_HEADERS_V
Entity Name: Price Lists
Prompt: Price List Attachements
Application: Advanced Pricing
Save

2.Set up the Document Category
Navigate to: Attachments > Document Categories
Add a record
Category: (enter desired category name) like QP Price List Attachements
Default Datatype: Short Text (or whatever one desires)
Application: not required
Click Assignments:
Type: Form
Name: Price List
Save.
