Per Doc ID 2093397.1 - to fix error encountered while selecting the Operating Unit LOV in Purchasing Options, apply Patch.21520085:R12.PO.D

When I click on the Patch.21520085:R12.PO.D, I see:

This Patch is Obsolete. It cannot be Downloaded.
Reason
21520085:R12.PO.D introduced some endeca files.

How do I find the replacement patch?
