Inter-company configuration

I would like to understand if the following Inter-company settlement scenario is possible in EnterpriseOne 9.1.5.

When a journal is created between 00010 and 00003 I would like the system to generate the inter-company settlement through 00002, but when a journal is created between 00010 and any other of the companies I would like the inter-company settlement to go directly between the two companies.

I am able to achieve the first element by configuring a hub with 00002 as the central company and 00003 and 00010 as members but when I come to attempt the second element, the system tells me that the target company is not part of the hub 00010 is a member of.
