Any API's for "Manage Proxies"

Hello,

We are looking for any API's that can be used to create proxy user for user's, Rather than giving access to user to do it. It doesn't seem for us, this is secured from user to user.

User can give any complete access to other user, which we are worried about.

OR

Is there any secured way that we can assign proxies for users.

Please let us know.
