Unable to backorder a move order line

Please advise on the following situation:

A sales order has a trip where 1302 items were ordered, but only 651 were actually dispatched. We are unable to backorder the remaining items on the transact move order line allocations form, due to the following error:

The quantity entered is higher than the allowed deviation for the item. Please re-enter.
