12c DB patch cluster_database=TRUE (RAC'd) cannot start upgrade in exclusive mode

This doesn't make sense to me and I'm guessing I'm doing something wrong or my "setup" is wrong.  First time doing patch in RAC Environment.

Oracle DB: 12.1.0.2 (2 Node RAC) AIX: server 1.7

Patched the GI and DB homes for Jan. 2012 PSU 22191676

Completed the patching process and now needed to do Post-Patch Installation (using new datapatch utility).

I had brought everything up after patching to make sure I was good to go, and then I stopped my databases via :  srvctl stop database -d xxxxx.  No databases are running now on either node.

$ sqlplus /nolog

SQL > connect /as sysdba -- connected to idle instance
