Need suggestion to improve perfomance of given query

Hi  ,

1st one , I pasted took more than 3 hours to get executed. I got this information when traced a session with event '10046'

2nd is the explain plan of this query , I find nothing in explain plan to tune(pasted below). How can we improve the performance ? Please suggest. its urgent.

If I did data purge in this table . does this improve performance. ?

This query is using only 2 tables.

PS_BAS_PARTIC contains 152606 number of rows.

PS_BAS_PARTIC_PLAN= 1854691 number of rows.
