How to prevent JRE download from happening

Our client desktops are having JRE 1.6.0_25 to access Oracle EBS R12.1.3 application. The EBS application is also running with same JRE version. Recently we upgraded JRE to 1.7.0_80 on some of the Non-Prod EBS instances. With JRE 1.6.0_25 on local desktop when client accesses upgraded instances it pop up following message window asking to download new JRE to access upgraded EBS application.

Now client want to know "Is there a way to prevent the JRE download from happening. if a user logs into an upgraded instance and does not yet have the JRE 1.7.0_80."


Please answer  it.
