I am getting extremely slow performance when I run the Forms Application from WAN

I installed One Application server (Oracle Forms and Report) in Malaysia branch office and copied all the forms (fmx) and report (jsp) to that server, connected to our core DB in Bahrain using site to site Cisco VPN.

I did this for testing the performance of application server (Oracle Forms and Report) if it locally communicated with user 

I am getting extremely slow performance when I run the Application from Malaysia, How I can find what the reason for the slowness?

Internet Band width both sides

Bahrain Site: 9 MB Dedicated Line

  Malaysia Site: 20 MB Shared Line

in Local network (DB and APPS server in locally) Application is working very fast.
