Entitlement Engine picking contracts with Quote Status to link with Service Request instead of Activ

We have made contracts with 'Quote' status eligible for 'Entitlement'. I want to know is there any specific logic provided by Oracle to associate a contract with Service Request.  Is there any order in which Entitlement Engine picks the contracts?
