Unable to configure Forms 11 with JDK 7

Dear experts,

My setup is:

Windows 7 32-bit

DB 11.2.0.1.0

WLS 10.3.6

Forms 11.1.2.2.0

JDK 1.7.0_79

Port 5556 is the listening port and it is opened

Forms is installed with no domain.

Now I want to resume the installation by running config.bat.

config.bat gave me so much problems, I am now trying to run the config from another .bat file with only the necessary environment variables set.

I run the .bat command as administrator.

Node Manager service is stopped.

Windows firewall is off.

So far so good. Until the installer hangs on 'Generating sequence for page SpecifyClassicHomeInformationPage'.

In the logs I find a Java bug 'Could not bind shell folder to interface', BUT this pertains mostly to previous versions of Java.
