How to change the subject line of the Email notification in ARM

Hi all, can some one advise me on the below points.

1.Can we change the subject line of the Email notification in ARM. ex: Delinquent notifications

2. How to monitor the events in ARM?

3. Can we do any setup so that if any patches applied or services restarted an Email notification will be triggered to the administrator?
