Oracle 11.2.0.4 SE-One, 64-bit

Windows 2012 R2

User reports ORA-12514.  that's odd, no reason the db should be down - no reason the listener should not know of the database.

So I log on to the server and try to connect as sysdba and get 'protocol adapter error'.  Windows services show listener is up, so I should get either connected or connected to idle instance.

This is happening at around 0830.  Final entries in the alert log are
