Not able to Hard commit Inventory

Hi,

We are witnessing a critical production issue where some orders lines are not getting hard commited by P42997  (WS 7.3 cume 12) even if the stock is available. One of the things common to these orders is that field other Quantity OTQY in F4211 is 1.

Please suggest what could stop order from hard commiting inventory (I have checked the obvious ones like stock available, no hold code on order, No exclusion by data selection in P42997)

How to get rid of Other Quantity flag i,.e. reset back from 1.

Is there any Inventory commitment preference setup that affects hard commitment.

(The issue was noticed for most of the items with a new custom stocking type we introduced.May not really be relevant to the issue.)
