Qualifiers on secondary price list

We have created qualifiers on secondary price list and it does not work

Created price list A with no qualifiers

Created price list B with qualifiers

Attached price List b as secondary price list to A

When we enter an order, it does not look at the secondary price list, gives an error that item and uom is not in price list A

am I missing something in the setup
