LTL Deficit rating

We are in OTM 6.4.1. For LTL shipments, OTM is calculating deficit rating and breaking down the cost per line. If we have 5 order release lines, then OTM comes up with 5 + 1 = 6 base cost lines (one cost line per order release line and additional one line for deficit rating). Is there a way we can configure OTM to return a single base cost? (without using agents)
