CWB: How to access compensation workbench responsibility to setup Total Rewards Statement?

When I am trying to use Compensation Workbench responsibility, I am getting error "You do not have permission to use this softtware". We have Oracle advanced benefits implemented here and profile HR: Self Service HR Licensed is set to 'Yes' at site level. Any idea how to use compensation workbench. Total Rewards statement seems to be part of compensation workbench.
