Does Oracle SSBEN allow FYI notification when employees change / add primary care provider?

We are on Oracle HRMS R12.1.3 Rup 8 Payroll and OAB as well as SSBEN.

The business requirement is for the benefit administrators to receive notifications when employees change or add their PCP.
