How to set overhead on resource in wip using standard cost type?

Hi

I Try to defin overhead on resources in wip.

The applivation version is 11.5.10.2

cost type - standard cost

I set new overhead cost element = Overhead

cost type - Frozen

Overhead rate - department

basis - Resource value

rate 0.05 (5%)

also set overhead assosiation - Resource .

I create new wip for assembly

action wip move tracsaction.

In wip value summary I got the resource value.

The overhead value remain zero.

What I do worng?

where I can see the overhead values?
