Error trying to upgrade 11.2.0.3 RAC DB to 12.1.0.2

Error trying to upgrade RAC db from 11.2.0.3 to 12.1.0.2:Failed to retrieve network listener resources required for the Real Application Clusters high availablility configurations.  Run NettCA from Grid Infrastructure home to create default listener "LISTENER".

The platform is IBM AIX on POWER Systems (64 bit)

Oracle DB is EE for both the 11.2.0.3 version and the 12.1.0.2.  2 Node Cluster.

The Grid Infrastructure is already 12.1.0.2. 

When I try to execute netca from the Grid Infrastructure, I get the following errors:

PRCR-1119: Failed to look up CRS resources of ora.network.type type

PRCR-1068: Failed to query resources

CRS-0184: Cannot communicate with the CRS daemon.

Oracle Net Configuration Assistant cannot proceed.
