Why doesn't the Free Good Short Item Number populate on the Sales Order?

We are trying to implement the use of Free Goods in Advanced Pricing.  The set up seems simple enough but we noticed during testing that the short item number is not populating on the sales order for the Free
Good item.  We noticed it when we changed the Free Good Item Description in the Item Master and it did not register on the Sales Order.  Any idea why this would be?  Is this a bug?
