Creating F08119 Records for employees in Fully Ensured Plans

Description: We have two medical plans - Kaiser (Fully Insured) and United Health (Self Insured). The fully insured are not getting records created in the F08119. The employees do have records in the F08124 and F08118.

Steps to Duplicate:

1. Setup a medical plan that is Fully Insured. (Note: We do not have anything checked on the DBA Master and EE Master)

2. Run the R081161. From all the documentation and conversations with Shelly C, every employee must have a record in the F081161. In our test the system does not create a record in the F081161 for plans that are Fully Insured.
