Is there a way to not let the user reverse journals from the reporting ledger?

Hi,

The requirement is that for all journals created through primary ledger to make the reversal from primary ledger only. Half of the requirement is to only set the ledger to synchronize the reversal of the journals. The other half is not to let the user to reverse the journals that have as a source the primary ledger. Is there a standard way? Without form personalization?
