SMC non-library device allocation policies

We currently have an STK VSM and 9840D drives in our environment all emulating 3490 device type. Allocation is controlled through SMC policies and TAPEREQs for scratch mounts. We will be introducing another VTS into our environment external to SMC. I am looking for advice on how to define the external VTS devices within SMC and how to control device allocation among the various devices. We do not use dfSMS ACS routines, all JCL is coded with a UNIT=TAPE esoteric for the VSM virtual devices. I would like to configure scratch allocation for the new VTS but not do mass
