Processes Uploaded Mobile Data program updates

Jtf_tasks_b updates reflect the last_updated_by of the mfs laptop user, but cs_incidents_all_b table updates reflect the last_updated_by as the user that submits the PUMD program, not the mfs laptop user. How can we make the cs_incidents_all_b updates reflect the laptop user?

I should add that we recently upgraded to R12.1.3 and our oLite database.  In 11i10, the cs_incidents_all_b table reflected the update from the mfs laptop user.  Now we're seeing that it reflects the user that sumits the PUMD program.
