Stock Locator not showing while doing transaction

Hey

When I am trying to do MISC Issue transaction that time stock locator is not showing in locator LOV.

Stock locator is active at flexfield code combination as well as subinventory level. Please find below details on stock locator.

My Analysis - When I checked this locator in MTL_ITEM_LOCATION table, END_DATE_ACTIVE column have date, I am assuming this is causing issue. Please help if there is other option where we can make locator disable / Inactive.
