R12 eBTax and AR Transaction FOB Tax Conditions

In 11i AR, we have tax conditions in a tax group that look at the Transaction FOB to determine the tax code.  If we want to recreate this using Tax Determining Factors in R12, what field do we use?  I don't see Transaction FOB as one of the determining factors.  Is the same as Point of Acceptance(AR transactions)? 

We don't want to use the upgraded tax condition.
