Requisition Change Order forces need-by date change, and selecting date uses wrong time stamp

In iProcurement in 12.2.5, I am making a change to a requisition (quantity or price).  Because of the new need-by date validation introduced in 12.2, the need-by date that is in the past on this old requisition causes a warning that the date is earlier than the default.  For example, I changed a requisition where the need-by date was 08-Nov-2015 17:00:00.  I got a warning that this is earlier than the default of 20-Feb-2016.  No time stamp listed.

It won't let me continue, it just keeps giving the warning.  So I opened up the calendar selector and chose 20-Feb-2016.  I tried to continue, and I got the
