Is there a way to enforce OM order to fulfill the order category before closure

Hello Experts,

I'm trying to find if there is a way in R12.1.3 Order Management to enforce the Order Category.

I have a Transaction Type with category as Mixed, however the order header gets closed if either ship/RMA line is closed.

The order remains open if either of the lines are entered and open. Just wondering if there is a way to enforce the order to have both Ship/RMA line entered before closing the header.

Appreciate your help/thoughts on this.
