Getting "Fetching data" in 11.1.2.4 even though value for fetch size was updated

Hello,

I'm currently on 11.1.2.4 release of EPM. Planning version is 11.1.2.4.004.

The default value for Partial Grid Fetch Size(Rows,Columns) was updated to 200,50.

However, even after restarting the services, I can still see "Fetching data" in Planning webforms with less than 100 rows.

Is there a step I might be missing?
