Is it possible to add an attachment for suppliers to open and view during prospective supplier regis

Our legal group wants us to add our PO Terms and Conditions to the prospective supplier registration.  The expectation is that suppliers open and view the document, then complete the survey accepting/rejecting the PO T&Cs.
