What is the recommendation on the Pell Schedule Critical patch for 2017?

We are in the process of applying the last 2 critical patches (Pell and INAS 2017) in our test instances. 

A couple of points that I need clarification on:

Do we need to apply the patch if we are using the new functionality?

Is there any impact on applying the patch if we are going to use the new Pell Table Load and Compare? 

Can we use the 'old' Pell packaging options if we don't invoke the functionality on FA Installation?
