What determines the Ship to Location for procurement trigerrered from EAM Work Orders

Hello Everyone,

Can anyone clarify exactly where the ship to location defaults from when an external procurement is triggered by a EAM work order (example: a req is generated for a description based item).

I've heard a number of possible answers, i.e. department location from WO header, department location from operation,  HR location tied to personnel requesting, etc.
