Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Material Surcharge not working properly

We have an instance where we created modifiers for a surcharge on items--

example an item will have a .017 material surcharge

but when the invoice is created after shipping we have a line for the price of the item

E1 price 1.00

but instead of a material surcharge of .017 we have a material surcharge line of 1.00

what would cause this to happen?
