Target ownership

We had someone leave that has lots of targets owned by that person. We can reassign those targets to someone else. But we don't want to go through this process again. From presentations at OOW this year, we noted that in 13c the use of sysman can be blocked/limited so assigning targets to that account does not sound like the right way to go.

What is the best way to go about ownership for targets, groups, and other items in a large 12c environment? To continue with individual users owning them or creating a set of users that are not assigned to a person but would be used for promoting and owning items in the OMS.
