IB Transaction Status is Pending

After making a manual update to the current and installed at locations of the installed base record, the transaction status shows Pending.  The transaction type of the update is Installed Base User Interface.  The installed base status is Active-Owned, and there is no Asset associated to this record. We just completed our R12.1.3 upgrade, and we have 1689 such transactions since the upgrade.  I found 49 Installed Base User Interface transactions since our upgrade, that are not in Pending status.  I can only find 1 similar transaction that is Pending, prior to the upgrade, and that was back in 2007.
