Which data access need grant in AME for GL Journal Approval process?

I follow white paper note 2038960.1 page 6, configure oracle approval manager rules. it said to grant data access to AME setup user through the functional administrator responsibility and grant with proper roles.  Which role and which data access do we need to grant?  I am in the Business Analyst Dashboard.  I try to select %GL Journal" but got no data found.  Do you know a note of something can walk me through functional administrator.  The White paper note 2038960.1 doesn't have detail on how to grant data access.
