Forecast Consumption

Here is my scenario, Forecast consumption against the Work order issue.  New Business scenario

Forecast is loaded for Item COMP1-  Qty 100

Now created a work order for FG1, and issued the COMP1 to the FG1 work order,  Comp1 issued to the work order qty; 1, i want to see

the forecast for Qty. COMP1- is 99,  All the other back word consumption and forward consumption is fine. Instead of Sales order, if i issue against the WIP materials, does the forecast consumption occurs? as far as i  know it is not there. do we can achieve by any other set ups here?
