Running SQL against multiple instances fails on some instances

Oracle Enterprise Manager 12c  12.1.0.3

When I run SQL against multiple instances some of the instances fail with "Error from SQLPLUS: 1" while others work. 

The successful and failing instances are consistent. 

I've triple checked the named and preferred credentials for the failing instances and all are set and test successfully.

PATH:

Database Page

>Performance > SQL > Run SQL...  Add instances
