How to make attachments mandatory for any form?

Dear All Experts,

Is it possible to have attachements mandatory for any form. Like if we are going to create Move Order so it should be mandatory to attach document with it otherwise system won't allow you to save the form or could not sent for approval.

Is it possible? Kindly suggest us.
